Health Policy and Research Foundation of California

The Health Policy and Research Foundation of California (HPRF) was founded in 1986 by public policy advocate and Republican political consultant Bruce B. Decker (1950 – 1995).

HPRF is a non-profit 501(c)(3) charitable organization with a broad mission to “promote the general welfare” by educating consumers, elected officials, policy makers and medical professionals about important healthcare issues. 

At its founding, HPRF focused its funding and public affairs resources on the new and rapidly-spreading AIDS crisis in America.  During the 1980s & 1990s, HPRF published Opportunistic Infection Quarterly, a technical medical peer review newsletter, documenting physicians’ first-hand observations of the latest symptoms, associated illnesses and promising treatments for HIV / AIDS.

HRPF worked closely with major pharmaceutical companies to test and promote the first HIV home testing kit and to develop general ethical and privacy standards for the home testing industry.  HRPF provided regular strategic consulting and advice to elected officials as they debated the early public policy responses to the growing AIDS epidemic.



HPRF has since expanded its work to promote “healthy” public policy discussions by including the long-term health consequences of a clean environment, sustainable production and manufacturing processes, and available and affordable healthcare.



CLEAN AIR - GREEN AUTO PROJECT

Clean Air - Green Auto Project is an education and experiential learning program developed in partnership with EV Rental, the only environmental car rental agency in the world.

The Project introduces consumers to the benefits of “green” environment-friendly automobiles, such as hybrid electric-gas and natural gas models, at an expanding number of EV Rental locations at airports and in cities nationwide.

More than 80% of EV Rental’s thousands of customers are repeat “green” auto renters, directly accounting for elimination of many hundreds of tons of exhaust emissions from the air.  HPRF works closely with EV Rental to fund education opportunities and to expand their fleet of hybrid cars available to consumers.




CALIFORNIA GREEN FUTURE FUND

The California Green Future Fund is a private venture fund and business incubator that supports early stage companies that provide an environmental product or service and that pay “living wages” and a health benefits package to their employees.   It was one of the earliest "green" investment funds ever created.

HPRF acts as fund manager, its non-profit status assuring that the Fund focuses on the long-term quality of the business ventures and not on up-front management fees or fast, short-term profits.

The Fund is currently working closely with two “green” product companies, and with an organic farm and an early stage biofuels plant.



HIV / AIDS

HPRF continues to offer strategic advice and advocacy in the field of HIV / AIDS treatment and prevention.  HPRF works with medical providers, grant-makers and public officials to most efficiently target and leverage their respective resources.

Most recently, HPRF helped to secure a $10 million line of credit to greatly expand medical programs for the world's largest HIV medical provider, with life-saving clinics operating in twenty-one nations.



CLINCIAL TRIALS & MEDICAL RESEARCH

HPRF is currently working with a pharmaceutical research company to design and fund advanced clinical trials of a new drug treatment for post-traumatic stress disorder, depression and aggression. 

In addition, research funding is being arranged to test the efficacy of neuro-protector compounds that may be critical in the treatment of such neurological diseases as Parkinson's, Multiple Sclerosis and Alzheimer's.

HPRF is also collaborating with a private medical group to site and fund a full-service nano-biology research and manufacturing plant, the first of its kind in the USA.

 

ACCOUNTABILITY IN GOVERNMENT

HPRF works, independently and in association with interested parties, to directly educate voters about issues of importance, highlighting the positions and votes of their local legislators.

As a non-profit organiztion, HPRF does not engage in partisan political activities.  The Accountability in Government program serves to educate citizens about subject areas in which HPRF is active.
